The atlas is designed to resist national stereotyping, declassification bias, mirror-imaging, propaganda capture, false balance, and the temptation to replace missing research with familiar Western or neighboring-country structures.
The fairness contract

- Apply the same research questions everywhere while preserving real institutional differences.
- Country, government, intelligence service, military, police, religion, population, diaspora, and individual are separate analytical units.
- Do not reward geopolitical prominence, military power, English-language source abundance, population size, or perceived threat with automatic research priority.
- Do not punish opacity with invented claims or reward transparency with a presumption of weakness.
- Use local terminology and local-language or regional scholarship where practicable, and disclose when source access is limited.
- Keep official structure, practical influence, independent confirmation, assessment, allegation, dispute, and unknown visibly separate.
- Treat oversight, due process, appeal, correction, exoneration, civil liberties, and human rights as part of institutional analysis rather than optional commentary.
- Regional context may frame research questions but cannot substitute for country-specific evidence.
- Small states, microstates, territories, observer states, recognition-variable jurisdictions, and states without conventional intelligence services receive equal analytical dignity.
- International liaison is not proof of subordination, and repeated reporting is not independent corroboration unless provenance is genuinely separate.
- Protected traits, names, languages, diagnoses, religions, residence, nationality, migration, or community affiliation never become suspicion, loyalty, competence, morality, politics, or behavior scores.
Evidence labels remain attached to claims.
Confidence describes the strength and independence of support—not whether a conclusion is politically convenient.
Independently confirmed
Supported by independent legal records, multilateral bodies, technical telemetry, or multiple reliable sources.
Strongly assessed
A high-confidence analytical conclusion based on converging evidence, clearly labeled as assessment.
Credibly alleged
A serious claim supported by reputable reporting or rights documentation but not independently adjudicated as fact.
Disputed
Official and independent accounts materially conflict. Both positions and the reason for disagreement remain visible.
Unknown
Public evidence is insufficient. The atlas says so rather than filling the gap with a stereotype.
Identity is modeled as a life history, not one nationality field.

Causal-bridge rule
Rare or cross-regional combinations are welcome. They become believable through chronology, migration, family, education, residence, community, language acquisition, work, relationships, routines, and memory—not by rejecting diversity and not by leaving unrelated random fields unexplained.
Three evidence levels on every country page
International fairness requires more than a large list of countries. It requires the site to say what kind of evidence supports each statement.
1. Country-specific report
May support a dated institutional profile when the exact source, cutoff, provenance, evidence labels, rights perspectives, and correction limits are retained.
2. Regional or cross-cutting context
May identify shared institutions, historical connections, comparison questions, and research gaps. It may not be promoted into a country-specific claim without verification.
3. Global catalog baseline
Provides route, entity, identity, language, and equal-checklist context while deliberately omitting unsupported institutional assertions.
Balanced future research
Equal research dignity through regional rotation and explicit small-state/territory inclusion; no threat, wealth, power, language, or media-attention score.
Standalone source integrity
All 40 sources are standalone package files. No newly supplied research archive is nested. The six agent outputs are exact versioned docs with bounded public summaries and current UAI references.
Language provenance
The site distinguishes the language of the interface from the languages of the character’s life. The frozen dataset currently includes 1515 territory-language context records across 250 country and area pages.
Native and home languages
Languages acquired through family and early life, including multilingual households, signed languages, heritage use, and regional variation when separately researched.
Professional and literacy languages
Languages used for work, education, reading, writing, technical domains, institutional settings, and translation specialties remain separate proficiency records.
Interface and translation layers
The game may display English while the character’s memories, counting, prayer, humor, swearing, or occupational vocabulary remain grounded elsewhere.
Territory data is not a person
CLDR population and official-status context can guide fictional authorship, but it never predicts an individual’s identity, competence, ethnicity, politics, religion, or loyalty.
Percentages may overlap
Multilingual estimates are non-additive. A language’s absence or small percentage never makes its speakers unimportant or less authentic.
Every authored language gets a bridge
Generated profiles state whether a language comes from family, early life, school, migration, residence, community, or professional experience.
The common country research checklist
Each detailed report is expected to address all of these domains or identify the public-evidence gap.
