The visitor-facing artifact is a Persona Passport. The technical layer adds reviewable text, folder, memory, validation, and package formats.

The browser serializes a limited JSON object, encodes it with URL-safe Base64, and stores it after #persona=. URL fragments are not sent in the normal HTTP request.
The representation reduces accidental server disclosure; it is not encryption or access control. Treat the complete link as readable by anyone who receives it.
