At every release:
1. update release version and UTC across config, JS runtime, API, docs, discovery, UAI, and manifests;
2. regenerate route inventories, Markdown twins, OpenAPI, JSON Schema, llms files, sitemap, and search index;
3. archive every new report byte-for-byte and extend the cumulative SHA-256 ledger;
4. update internal active/long-term memory and the sanitized public UAI mirror;
5. regenerate public UAI hashes after every content edit;
6. run lint, API, browser, accessibility, persona-quality, package, and clean-extraction tests;
7. regenerate the package manifest, ZIP, and external checksum;
8. fail release on any version, deep-link, hash, route, schema, or evidence drift.
