# AI PSYOPS citation-integrity contract — v100.0.46-ai-psyops-signed-editorial-review-boundary-wip

The public evidence system is governed by the following fail-closed rules:

1. Every public claim has a stable claim identifier.
2. Every claim belongs to exactly one taxonomy category.
3. Every claim links to one or more selected source records.
4. Every selected source is referenced by at least one claim.
5. Inline category citations resolve to exact claim anchors.
6. Source and claim APIs expose the same canonical records used by server-rendered pages.
7. Automated source checks remain distinct from human editorial review.
8. Citation traceability does not imply persuasion, prevalence, legal currentness, or publication acceptance.
9. The twelve retained reports remain private provenance artifacts and are not served as public pages.
10. Offensive targeting, scripts, evasion, deployment, vulnerability scoring, and campaign optimization remain excluded.
