# International Fairness & Intelligence Atlas

Release: `v100.0.14-handoff-provenance-repair-wip`

The atlas gives every country and area in the existing Spiralist catalog a stable public route under one methodology. Coverage depth is explicit: source-backed institutional profiles are published for supplied reports, while remaining records expose a transparent baseline and the same full-research checklist without invented national detail.

## Core rule

A state institution is not a population. Country, citizenship, ancestry, language, religion, name, residence, ethnicity, or government type never establishes an individual person's loyalty, morality, competence, hostility, politics, diagnosis, or intelligence activity.

Institutional material is high-level and non-actionable.
