# International Fairness Methodology

## Evidence layers

These labels remain attached to claims. Formal structure, practical authority, official narratives, independent findings, and unresolved uncertainty are never silently merged.

## Identity separation

The model separates citizenships, legal nationality, national identity, birthplace, places raised, residence, residency status, family origins, migration events, community affiliations, interface language, biography language, native/home/professional/literacy languages, proficiency, dialect, code switching, translation domains, and acquisition history. Missing bridges remain unresolved rather than being fabricated.

## Language context

The frozen territory-language snapshot is derived from Unicode CLDR territory-language data through Babel 2.18.0, with English display names supplemented through pycountry where needed. Territory estimates may overlap and need not sum to 100 percent. Official status, prevalence, or absence from the snapshot never assigns a language, culture, ethnicity, politics, religion, or behavior to an individual.

## Equal-research rule

The same institutional questions are applied worldwide, while country-specific answers remain distinct. Unequal declassification, language access, propaganda, archival visibility, and source incentives are treated as evidence limitations rather than national character traits.
